Developing a clear and concise Request for Proposal (RFP) or Request for Qualifications (RFQ) is an increasingly critical concern for Connecticut Municipalities. In light of recent court decisions, a well-structured RFP or RFQ is essential to protect towns from liability while ensuring maximum flexibility in choosing the best proposer for a project. In this workshop, you will learn how to determine if you need to issue an RFP or an RFQ and how to develop either type. You'll find out how to attract qualified submittals, protect yourself from liability, maintain maximum flexibility in selecting the best proposer, and make certain that you and the selected proposer comply with applicable laws. You'll learn how to maintain transparency and fairness by using industry-standard methods to handle requests for bidder clarification, addendums, due date extensions, presentation scheduling, and debriefings
